he isnt, even the regular garuga has no weakness, look at the armour stats, he may not have resistance but he's not weak to it so the water wont have any affect.

id rather take on a few fatalis than try and take on a grank garuga the village chief was hard enough

Garuga is weak to water But it doesn't show on the armour
