Ok so I am in DESPERATE need to know how//where to get the HM for Flying and Surfing!! I am basically stuck and have no idea where to go from here.. I also need to know which badge and whereit is//how I get there so that I can move bolders..

FLY is on Route 119, after you defeat Brendon/May they will give it to you. SURF is in Petalburg City, you get it from Wally's parents in the house next to the Gym after you defeat Norman.
For Surf, u need 2 beat the gym leader and after the battle, Wally's dad escourts u to his house and gives it 2 u. For Fly, you have to cross the bridge, and walk near the 1st northern steps.U'll then hav 2 beat ur rival. When u do, (s)he'll give it 2 u. For Strength, 2 move boulders, you hav 2 use Rock Smash on the breakable rocks in Rusturf Tunnel & the guy will giv it 2 u. U hav 2 beat the Lavaridge Town Gym. Hope this is wat ur looking 4.

When does the game allow you to play that leader because that one is the father and he just says that he can tell oyu have gained experiance or whatever I don't remember..
