    They are not meant to be obtained, thus Gamefreak made the cheated versions not obey you. The only way for them to is to get them from a Nintendo Evnet.

    my Mew came from Faraway Island on Emerald, and it obeys me...maybe you should try and use a cheat to get to that island and trade it over
