i have beat team rocket but the guy still wont let me through. he says he is out of candy and says to quit bothering him. 🤔

Can you be more specific? which guy? Where is he at?

As for rainbow wing,you should of got it when you defeated the Team Rocket at Goldenrod City (an event after defeating Team Rocket at Mahogany Town). Try to ask around. You'll find it.

The rage candy bar guy will only let you pass when you've finished everything in the towns before.
You have to have all the badges and defeated team rocket at the goldenrod radio tower.

well i did, and the guy wont let me into the next town. he says he out of stock and to quit bothering him.

then there's something you haven't done
-Got all 7 badges?
-Beat Team Rocket in mahogany?
-Beat Team Rocket in goldenrod? (meaning freed the director from the underground and then gone back to the tower and beaten the rockets again)
