You have to enter Dead Tree....walk down the street...past the lady selling things outside...and the road map will appear giving you the option to enter Division 47.
Or you can buy a map I think from Mambo at the Curio Shoppe at the Service Station, and be able to click that from you inventory menu, and go anywhere from wherever you are located.
However, before you can enter Division 47 make sure you finish all the missions in your neighborhood and Dead Tree....you won't need to go to Division 47 until your missions lead you that way. Your not intended to enter Division 47 until the story leads that way. It will make sense eventually.

Check how the dancers turn their heads or kick their boots. The heads would tell you if you'll click the left or right arrow after. The kicking of boots will tell you if you need to click the up or down arrows.
