He's only available through an event or using codes for the DS. Basically unobtainable for people who are unable to travel to New York or who don't want to use AR codes.

yeah but i don care about using codes it doesnt bother me i just ordered an acton replay device for my gba cuz thats all i have i just got out of the army and all o my stuff was stolen out of my room two days before ileft so all i have is a regular gba! lol
but if you have action replay yocan get mew? exactly howdoes the AR work?
