I have finished everything goal wise for div 45 deadtree, and paradise. But im not done it is still playing and i havent gotten my car back. What am I missing

how do i get in the meeting house to dig up the charm for the rocker dude in my house it wont let me in .
you have to go into the old library and then talk to the guy there and then he will give you a goal and after that goal you get another goal which involves the graveyard behind the meeting house and thats how you go in
