im not sure you can acsess them in the game files but in the game main meue you just have to go to the 'Load Game' option

Default location is:
C:\Documents and Settings\User Name\Application Data\Petroglyph\Empire At War\Save

Where it says User Name change it to whatever your windows login name is.
