To get to the grass outside of pallet town you have to be at Cinnabar Island and swim straight acrossed.(You'll have to battle trainers on the way.)

You need the HM 03 it contains surf. You can get surf at Fuchsia City. Find the Secret House in the Safari Game.

one of your pokemon needs to know surf and you can find all kinds like pidgeotto,tangela,rattata, pidgey and if you are lucky enough or if you have yellow version you might find a bulbasaur.

No, in the blue version the only way to get a bulbasaur is to find someone else who is willing to trade thier's. Or to duplicate it...
