My minions are just lazy s***s! I made the base plans, sent them to do it, they just stood there. So I killed them and hired more. They did bugger all as well!

shut down your command room and others that have a time punch in them so that your minions have no where els to go. you could put time punches in the command room, infermery, hotels and wings, lunchroom, and armory.
