you can get rainbow wing in silver coz ive got it. thats how you get ho-oh. to get the rainbow wing you talk to a man in pewter city who is standing next to the entrance to route 3. now can u help me get lugia
on silver u shud get silver wing from the director of the radio tower in goldenrod city talk to him after you beat team rocket. then you need pokemon that know surf, whirlpool and maybe waterfall. go to olivine city and surf towards cianwood city you should come across some whirlpools, once you get past the whirlpools you are at whirl islands, lugia is in whirl islands he is either lvl 40 or 70 (cant remember) but it knows recover, so it quite hard to catch. hope i ve helped.
thnx but where abouts is lugia in whirl islands coz ive looked in all 4 islands
