at Quark's hideout you go to the right side at the first place whaere a buch of robot Quarks break through the glass to attack you and there is a thing shooting a beam at you and moving back and forth. Wall jump up until you get to the top. Look for a snowman, or snowdan break it with your wrench and you'll get the skill point
