Note that I have received a grand total of 3 IPs. This issue is only affecting what appears to be ONE ISP in RUSSIA. I have submitted a ticket to Cloudflare but it may take up to 3 days to get a resolution unless it resolves on its own. You guys can do a tracert to cheathappensnext.com to get the server IP and contact your ISP to see if they can help. Using a VPN seems to fix the issue for the time being.

Note that if your SSL 3.0 wasn't enabled and you enabled it, you MUST reboot your PC for it to take effect (at least in Windows 10). Checking the flag did nothing until a reboot. But the suggestions in the first page worked for me (In Canada).

It was happening for me, as well. Wisconsin, USA. But it happens every so often, and I use a VPN for a bit, and it works again later. As it works now. No big deal. CH has significantly fewer issues than any number of websites with thousands of times the budget.
