Help needed - .Net Core

When run, this trainer shows the message: "To run this application, you must install .NET Core. Would you like to download it now? Yes/No" This happens whether I run the trainer separately, or using Aurora.

Pressing Yes does nothing. I went to dotnet.microsoft.com/en-us/download/dotnet/7.0 and installed the windowsdesktop-runtime-7.0.8-win-x64.exe which should give me the right files to run latest .NET apps. But the trainer still doesn't see them (still asks for .NET Core).

Clearly I am doing something wrong. Can anyone help?

It redirects you to newer version, however you need 3.1: Link OR 3.0: Link
