I just got into the cell and I went to basement and went to the 2 basement and found the generator which it doesnt work then I went back upstairs and I dont know how what to do next

Currently, I'm stuck at Building World 2nd Time. How do I get to the top floor (14th floor) so I can put the stuffed cat back at the pat shop? And how do i go to the bottom floor with Eileen?
