OK, I just followed your exact steps and the option worked fine for me with freshly downloaded game from Steam and latest trainer. However, the option doesn't FREEZE the timer, it resets it to 0 each time you press the option. I can make a video if you would like, but it appears to be working fine.
OK - no need for a video, though it's a appreciated. I was wondering if it was something on my end since all the other options worked without issue. I knew the option is intended to reset the timer to 0, but when I used the option the timer didn't even flicker - I'll try re-doing the install this week and see if that helps. I was just curious....I was having trouble with Dirt Rally not saving my progress to the point I stopped playing and uninstalled. Then about a year later I built a new PC and thought I would test it out, STILL didnt save my progress...I thought "ok, either race.net is **** or maybe the trainer is causing issues..." has anyone experienced this at all? The trainer maybe posting ridiculous times and maybe freaking out race.net or (im just guessing at this point) I, just pulling out my hair at this point as to why Dirt Rally REFUSES to save despite everything except sacrificing an actual virgin for codemasters. 😵

I'd like to second this issue.
It's for offline mode. I had the exact same issue, I gave up and stopped playing blaming the game. I got it in a bundle so I wasn't too bothered if it didn't work.
The game for whatever reason doesn't save when cheats have been used. I could do a number of tracks save & quit. When I load the game again I'm right back where I started. I did this at least 5 times.
If the saves get uploaded (I think they do) could Codemasters check save files for figures that don't match. Eg My save shows I took 10 minutes to complete a run but my final time was only 5 seconds.
