It's the flooded alley with the staircase and the female cop on the other side. The fishmonster just doesn't react to the falling corpses. I can make it to the last car next to the exit but if I shoot down the bodies in the distance, the stupid thing doesn't follow the splash and still goes just for me. I even tried the trainer for invisibility but no luck.

Shoot the 1st hanging corpse to right of stairs.Then swim fast and climb on to car around the corner + keep close to the wall.
Wait till you hear the door start to go up and shoot the middle corpse and then the one closest to the gate.Swim very fast before the gate goes down, I was lucky enough to wait till gate opened again.
Shoot the enemies from the stairs first.
It drove me absolutely nuts.
I had troubles with other areas and had to use a previous save,turning off health and 1 hit kills sometimes works.
If you hit the ESC button and all is well then things usually work.
