you sure your just not bashing the button fast enough? ive played the game through 3 times alrdy and never failed to rip the beast apart with the harpoons yet, you know ur doing it right when the camera moves into the beast and not away from it
Because of this bug, I played the chapter from the begining several times and reinstalled the game and played whole 13 chapters again but nothing changed until I began to play with screen resolution and TK keys. Try it several times. When the harpoons worked finally, it was my second attempt. The monster escaped from the harpoons again but the second time it was caught they worked.
I have the same problem to the boss of Chapter 13 too. I've already done a dozen times, and in spite of all I can not dismember. I also used the trick to killing easy, but I did not activate the machine for the grappling hook. I think the only way is to use some saving. Waiting for help or your reply, thank you. Hello!

There's really no trick to it. After you get the bug in the harpoon you hit the tension activator wheel with kinesis and just pound away as fast as possible.
I was stuck at first too because I thought it required the right timing between kinesis key hits, but I found out the only good timing is "destroy your kinesis button" and since then, I've killed it on the first try on every play through.
Nothing to do, I tried to "destroy" the key to telekinesis, but it does not work and I also tried to lower the resolution, but even this method works. I think the only way is to put the savegames, but all the ones I found are corrupt.

I harpooned the sucker 4 or 5 times before he pulled apart. I also found that after turning the wheel and the game turns you to face the boss, you can turn the wheel again, and again for 3 tries or so.
