For some reason, I'm not able to access the site without using a proxy/VPN.

We have multiple firewalls that auto-ban IPs based on certain behavior. It's possible that you got yourself banned, however it would only be one IP address and not the entire country.

In the case of Syria then its probably the present regime that cut the internet access for specific sites. In the case of Romania ???
