Pipeline won't blow up after game reload

The first time I tried to blow up the pipeline, it blew up with
no problems, and the flood started.
After I reloaded a save, however, it will not blow up, even
after I used the the circular mine *and* the torpedo-looking
explosive one after the other.
Has anyone come across this ?

I even went back several saved games, and it continues to do it,
even after I quit the game and reload.
