What is the difference between Off Topic Forum and General Forum? The only difference is in off topic, posts will not count towards user rank or something else??

Bingo. The OTD board is for spam topics and posts made do not factor into your total post count. The GD board is for ligitimate discussions and posts made do contribute to total post count, as with any other board aside from OTD
