I have this problem when my volume is really low and i am on Desktop (when i am playing my games it kills the talk) i have some kind of talk going off in English, but i can hardly tell what they are saying,if i up the volume it does not get any louder as if its some kind of radio channel.

has anybody got any ideas???, and yes i have a TV tuner installed which i never use, it came with the PC really odd.

Probably some TV tuner software running in the background.

    Two ways of combating it...

    1. Uninstall the annoying program, you can check from either you start menu, or from Start > Control Panel > Programs and Features (if on XP Add/Remove Programs)

Find the the program on the list and uninstall it

    2. Right click My computer (either on desktop or in the start menu) and goto properties, On the new window click on device manager (on XP the Hardware Tab > Device Manager), look for the TV tuner listed right click it and select disable.

It may be picking up a radio station that has a strong signal. It sounds strange but it has happened with my desktop speakers from time to time.
    Your bitterness, I will dispel

It most often happens when the plug to your speakers does not have a proper ground (The UK has a different plug system than what I'm used to so I don't know how their plugs work). If it is similar to the US plug system, the ground is the prong in the middle.

The UK Plug should have 3 wires, bottom left is neutral, bottom right is live, and top should be ground... But its been a long time since I last seen a green/yellow striped ground wire used in a plug.
