Is there a file we can go into and raise the Admiral starting cap?

Okay with this new patch I am only being given 4 Admirals when I used to get from 7-9 of them before the patch and they never seem to give you more of them even at turn 100 if you can even get that far with all the crashes.

Supposedly you get more Admirals if you get a Naval station to level 4-5, not sure if that even works, but colonizing more systems seem to do nothing but raise your max admiral cap, never gives you more admirals though.

It's a bug, there might be a way to edit more admirals in with something like SQLite Manager but I don't think anyone has really been able to figure it out yet. Supposedly someone on the official SoTS2 forums did it, but has yet to mention exactly how.
