I got to the point where I have to win a race to equip my vehicle with a weapon. I'm not a race, and after spending an hour and a half trying to beat the simplest time trial, I failed. Does that mean I can't go any further in the game? Is there anything else I can do? Thankyou!

You have possibly two options; although I'd hazard a guess only really one.
First and likely your only option; try and get at least 3rd place to get 5 Certificates so that you can use CE or Hex edit the memory address.
Second, and I honestly doubt this will work. After running a race, successfully or not hopefully Sally will offer you her Bandit reward mission. If so, go out and ram your way to a Bandit kill then use the trainer to Max Items to max the skull count. Rinse and repeat as necessary.
Other than that, your only option is to see if another players save game can be used.
If need be, I'll post a speed run (do as little as possible) to a Machine Gun equipped Buggy save game.
that one was quite difficult trying to only use keyboard and mouse control but after a few trys i got it done, but i like the racing. if you dont have or dont want to use a gamepad and have or want to use a joystick like i prefer you can use an emulator to make joystic controls translate into gamepad controls so its much easyer to drive. i recommend using www.jayceooi.com/2009/01/19/download-xbox-360-controller-emulator-for-pc-games/
it really gets the job done, works quite nicely. its not my program but i thank the creator for it.
