It all depends on the situation. If a member chooses to make their account inactive, then they usually can return with no problems. However, if they are banned for rule-breaking, their return quite often depends on the severity of the rule breaking. Above all though, it is up to the administrators whether or not to allow a user to return.

If I recall correctly, there was an announcement that accounts made inactive by request wouldn't be reactivated.

An account banned for violation of the Terms of Service will not be restored under any circumstances. Requests to be banned will not be able to be reactivated as well (this is why it's preferred to simply not log in if you want to leave Cheat Happens).
