does anyone know how to remove agent limit through pack file manager? like ninjas, metsuke, monks etc..

Under the main archive 'DB' find 'agents_tables' and open the file by expanding the remaining folders. When you're at the file the 10th column along is the recruitment limit, if you change the Monk/Missionary/Geisha/Ninja/Mestsuke value to 60 you will be able to raise the limit above the defaults. You will still need to build more sake den/etc to enable additional recruitment but this method will allow however many agents you have against the number of buildings.
I have not gone far into it so there may be something further into the files that doesn't require building extra sites but you would need scripting experience I'd imagine.
