My mother, she'd be able to handle it and she'll pass on my message to my sisters in a way that will comfort them. If I were to appear to one of my sisters saying that I was dead they'd freak out, BIG TIME. But my mother would be able to hold herself together long enough for me to say goodbye.

My Granddad recently died, but he hadn't been in contact with us for at least 4 or 5 years. Before that I would have said no one because it wasn't fair on the others, but I think if he'd died and had the chance to speak with my mum or aunt, then they would at least be able to pass on a message and tell us why he did that. It would have given us closure and we'd be able to move on.
So now I'd say my girlfriend (soon to be fiancée hopefully!). She means everything to me, so I'd want to say goodbye, see her one last time, and give her a message (or messages) to pass on to the rest of my friends and family.

If i could not say goodbye to everyone then i would choose no one.

Reason is because if I just say goodbye to a single person, the others whom I dearly love will not have good feeling for me in the end, and neither would I since I will not have my last goodbye with them.
But just to answer the OP's question, I would say my mother.
