Im in Europe, and I got mine from Direct2Drive. I don't use Steam not since the debacle of HL2.

-sigh- I dunno what to do.. I can guess I will not be able to understand your region since I have a feeling they will not talk English and I do not know any European languages right now.. this sucks

A vast majority of countries in Europe learn English as a 2nd language.

But I don't think the MP matches are all European, some are hosted around the world, even seen one from Japan listed which is quite the achievement at the moment.

If it's this serious of a problem, you may want to ask on the official total war shogun 2 forums. It seems like either your windows firewall or isp is blocking that port that is used to talk to the other shogun 2 players or the most likely is that your windows needs an update.
