I'm kinda stuck with the Tricky Timmy Quest/One for the Books. I can't find the guy Timmothy after accepting the quest from David. The quest flag directs me to the university entrance, but still can't find him.

Yeah, I ran around for a while with this one. It's quite annoying, but you'll actually find another flag in the north-westish corner of town. That's where he is.
Hint if you want: Spoiler:
Pick the option with something like "don't move a finger" in it. The other will allow him to teleport away and you'll not get the book back.

Thanks, but I tagged both quests "A Book Like No Other" and "Tricky Timmy", both quest tags didn't tag me to the north western part of New Ashos. I wonder if it's a glitch or something.
Is there any ways to use the console commands to summon out Timothy?

A Book Like No Other is actually in the University library. The book is pretty well hidden, but it's on one of the shelves up the stairs (though I assume you've already done this one).
Thomas is sitting on a bench by one of the sets of market stalls, if that helps. It's pretty tucked away and easy to miss. Hope that helps.

Yea I basically spent two hours searching for him all over town and cannot find him anywhere

Try and reload your last save game just before you started this quest. I had to do it and that made a blue pin note appear to the north west of the teleporter, the quest flag still points to the university but he ain't there.
He's at the benches where you got the quest from the umbrella lady.
