I'm getting a lot of squalor bonuses, it's practically ridiculous. I have a Governors and I checked their traits, and they can't be contributing so much of the squalor. The cities that are far from the capital have the most, but I thought that was a different subject all together. I sure do have practically every building in these cities (I'm actually risking my treasuries keeping these guys happy). I also have pretty much all 20 unit spaces filled with garrison.

Sometimes its got nothing to do with what buildings you have and how much garisson. How much are you taxing said settlement? How far is the capital. Are you keeping the population happy with entertainment?

Well actually I found out the problem. Even though I have the Imperial Palace in every city, the population is way too big. So basically when I recapture the city I exterminate the population. If there's a better way to do it, I don't know it, but my way is alright just as long as I have the right units to take back the settlement.

Enslave the population so u have less squalor and that pop. doesnt go to waste
