I haven't found one with a working "Weapon proficiency" option. Seems to be encountering the same problem.

Another worked fine for me before the update and the latest CE table lets you manually edit every weapon proficiency to whatever you want, NPC proficiencies included.

We don't link to other trainers or cheat tables here for the same reasons that they don't link to us. Use Google.
it looked like you could edit profficiency in the video but on the trainer i see no option for it? any tips?
they took it out because it wasnt working and they didnt know how to fix it so they removed it

I found that you can also edit it with CoSMOS. Just need to search for the correct value.
e.g. Dagger: 76.9
then the correct value you should search for is 66305 (65536 + 769)
Just search once is enough, find the one that starts with 141...., if then set the value to 70536, the skill proficiency will become 500.0.
