Sorry to bother you but this can be tested easily.
Steam keeps a cache of manifest files under C:\Program Files (x86)\Steam\depotcache
You should have these two:
221041_3138424727785734847 - Patched version of the exe.
221041_3731287171231314444.manifest - Original game exe.
If it's 221042 you have the German (LV) exe file, if it's 221043 you have the Japanese (LV) exe.
I know Capcom stated that the game is uncut and identical but there is still three different versions.

LinkHopefully this can clear up this problem but then there's still the issue you mentioned about people in the US having different exe files, that I can't explain.
(Some cache issue with a older file, can't be that as the exe has a clear version number if you check it's properties and then the detail tab, this is strange.)
EDIT: Seems a number of replies happened while I was writing this.
(It's not much of a problem either from the looks of it, just send in the exe if the trainer crashes and the problem can be fixed, although why there is this difference in the first place I've no idea about.)
