How do you unlock new ones? I'm level 12 (I believe) and I only have 2.

If you're referring to talents that are unlocked when drinking the vial in the Wardens Keep DLC, there are only two per class of character (2 for rogue, 2 for mage, 2 for warrior). There are two empty boxes in the row but they're supposed to stay that way and you only get the 2 blood talents specific to your character's class.
