I would make a country where it's hard to get out and its hard to come in. Kind of like North Korea.

You should be able to change the way of destiny with your society. In order to do that you need to change time to time, as in a beginning of era only revolution can provide you with that goal but after that in order to maintain the Elite in Power from society you need to change time to time.

For making sure you are on tracks you need to rule with that system also. Authority and pressure at some points on blinded dissenters is acceptable also.
