What is "noclip"?

in some video games, noclip is a PC game console cheat command that prevents the first-person player character camera from colliding with other objects and permits the camera to move in any direction, allowing it to go through such things as walls, props, and other players.

i kinda have a question about followers...like how do you get Sergent RL-3 cause thats annoying the crap out of me hes the only follower i didn't get other that butch...and is does anyone else think Fawkes is Invincible...and putting power armor on Jericho is a glitch or something?...these are just 3 question that popped up in my head...if you can answer any of these thanks in advance...
