Hello, I'm having trouble finding out what I need to do with the base of operation in the very first mission ???

Can anyone help me?

you click on an opponents house and it should have a button you can click to perform sabotage, such as fire, different levels of houses(peasant, citizen, etc) will allow you to do different acts of sabotage.

Hi,if mmeloney87 comment hasn't covered fully what you want to know I'll give you a bit more detail.
Build a base of operations in your area (village/town/city/whatever). Go to the city you wish to activate a form of sabotage in. (The act depends on the level of house chosen by the way.)
After selecting the house click on the pyramid icon and a spy sneaks into the house. After he's comfortable you'll have the act available. Click on this and select the relevant building (the pyramid icon will spin). You will have a cool-down period before you can perform the act again.
The Orient buildings have different acts than your Venetian colleagues. The higher the standard of building the act gets more costly (not sure if the other player 'detects' your spy easier or not).
If the building raises in level, the act changes.
