This particular quest is annoying, I have tried every port and every merchant and street vendor asking for leads on mummy powder and gotten no where with it. Any suggestions??

you will have to ask a streetseller of panama for mummy powder several times. when you ask for the first time he/she will say that he/she doesn't have it. then ask him/her again. again he/she will say no. ask again and again. after asking for several times he/she will say that he /she has that powder.
