    Talk to "The Fan" and ask him why he's doing what he's doing. He'll tell you that someone put him up to it. go talk to that person to continue the quest

    I have no idea where this "quest" begins I have been all over that bar and outside it and I can't talk to anyone except the bartender and the slave trader. Does it make a difference if you've already defeated the collectors or not?

    For me this quest is only available for imported ME1-Chars and only if I took the paragon-path on my encounter with him in ME1. Don't know if its supposed to be like that, but my imported renegade didn't get to see him again.

    The Quest, if available, begins just outside the Eternity-Bar in that little room between the door to the hall and the bar itself. There's an asari lass standing there ranting about a trouble-maker. You can interact with her once she's finished whining.

    Depending on how you treat him - I assume through renegade actions - you'll hear a news report stating Conrad died trying to do something to do with a shuttle, therefore you'll not see him.

    I saw him the first time I went to Illium (as a full Paragon in ME1), so I don't know if anything else triggers it, but I don't think so.

    Regardless of the player's choices in the first game, Conrad Verner will always reference the player putting a gun in his face, even though doing so caused him to renounce Shepard as his hero.

    To me i think Bioware overlooked that part, cause i did no such thing in the first mass effect...

    Actually, I may have found the problem, and I don't think it's that it was overlooked by BioWare.

    By using "Gibbed's Mass Effect 2 Save Editor", you can see the flags checked by the decisions you made in ME1 - every choice you can make in ME1 which carries over is listed, and checked or unchecked depending on which route you took to complete each quest.

    Looking through this list I found the flags for The Fan quest in ME1, and there are four flags:

    Charmed him
    Got him killed
    Intimidated him
    Met Conrad Verner

    Now, assuming you did this quest as I did, the fourth option is checked. But also both the Charmed and Intimidated are checked, despite my only ever using Paragon options (that I remember). If these two flags are checked automatically then this may explain why he reacts to you the way he does, despite what route you took.

    I have a feeling that if you uncheck the Intimidated him option he'll react to you as he should. I just started a new game so I can't confirm this theory, but I thought I'd post it here in case anyone wanted to try it out.

    Hmm, I'm gonna try that once I manage to unlock Illium on my second playthrough.
