how do you get past the obstacles when you surf backwards to Kanto?

You must visit prof elm to get the SS Ticket. Then go to Olivine city port and board the ship, which takes you to Kanto.
Currently lost, I make my way through life somehow without being in complete despair. Mostly alone due to timidity and fear, I wait for someone to clear the fog and break the shell hidden within.

i have all of the JOHTO badges but he only says "OAK,I will call you if something comes up." I have 60 in my pokedex 🤔 it is kinda annoying when he says that actually

That should tell you what you need to get there. I haven't played it in such a long time I don't remember much about it anymore.
