It's a hard choice. One one hand, it is great fun owning everyone with a level 10 Gandalf / Witch King, however you need to get them powerful enough so they can survive a small fight!

Then you can spend a lot of money on getting a small army to kill the enemy hero.
But if you fail then they have a more powerful hero.
Overall, heroes are better because of the immense abilities they come with.
Generally wizards are the best as the majority of their moves are hard hitting AOE'S.
Defenatley get a wizard hero, otherwise they will die before they hit level 3!

Any hero will do just fine if you max up their strenght/power, and spending the rest on armor and health, armor should have more points than health, but try to even them out. For example:
    Armor: 13
    Power: max.
    Health: 10
    (just an example)

My favorite hero is a Captain of Gondor hero, named him Beregond
And he proves to be more efficient than Aragorn, Boromir, Eomer and all the other Men of the West heroes that are Men, Gandalf is however stronger than Beregond.
But you should try it out.
