At this point, I'd just tell you to use a different client like Pidgin or Digsby. There really isn't anything special about Windows Live Messenger itself.

Different computer, different registry keys. It has to be the computer. ISP could not block your instant messaging access. It's against their policy.
Here's another try at a fix:
Open command prompt as an administrator (as before)
Type these commands in in order (must wait for confirmation before the next command should be typed):
1. REGSVR32 softpub.dll
2. REGSVR32 wintrust.dll
3. REGSVR32 initpki.dll
4. REGSVR32 Rsaenh.dll
5. REGSVR32 Mssip32.dll
6. REGSVR32 Cryptdlg.dll
7. REGSVR32 Dssenh.dll
8. REGSVR32 Gpkcsp.dll
9. REGSVR32 Slbcsp.dll
10. REGSVR32 Sccbase.dll
You're computer must be restarted after running all 10 commands.
