Because this trainer is for an older version of virtual city from a few years back. There is no current trainer for the new game.
EA is the anti-Midas touch company. Everything they touch turns to garbage.

the reason the trainers whont work is becausse ever ever changing bytes ingame every time you go 2 new mission srry bt trainers or CoSMOS gametables whont work but changing money and R&D points is whit CoSMOS you can do that for your self but 1 tip after you got example 999999 R&D points shut delete that adress in CoSMOS and you whill have enough 2 last thru the whole game on R&D points
and that's why cheathappens dont whanna update trainers
