y dont the death claws and the enclave fight each other??

The Enclave have Mind Control devices on the Deathclaws. They capture them from the Deathclaw Sanctuary, and use the Mind Control device. If you look at them in V.A.T.S. you'll see it. If you destroy it through a few well placed V.A.T.S. shots, they will attack each other. Or, if you have Broken Steel, you get a device which alters the mind control device.

if u get the device from broken steel can u us the device on the deathclaws so they can follow u and stuff

Yes. They become friendly and act as a follower. However, you cannot talk to to them, and if you travel too far away, they will die.
