Hi there. I was wondering when or how one is able to buy a perk from contraband?

When you unlock the black marketeer, you will be able to buy he perk upgrades from him. Last tab.

but choose wisely! so far, i've used the purchased perk to get the panzer bazooka and it's not for sale anymore. Will it be offered again? I'm not sure....

No.... once u bought an item... it's forever there... scroll up dude.... it's among the list of weapons...

You get a few perks when you get the option of the Black Market NPC, but you will need to unlock the Silver and Gold Level Perks by rampaging and doing whatever is required by the Silver and Gold perks to unlock them. You will need to unlock the silver perks before you can unlock the Gold perks.
