Do enough activities with him (drinking, eating, strip club, games, etc) until he likes you. He'll call you and say he can get you car bombs. From then on you just have to call him and ask for a bomb, he'll tell you where he left one, once you get there you can put the bomb on a car. You detonate it by using your phone.
