Numpad 5: Attributes Points - adds an attribute point to current character.
Numpad 6: Skills Points - adds an Skill point to current character.
Numpad 7: Talent/Spell Points - adds an Talent/Spell point to current character

I'm getting the same issue...

you must press the key while in the game, then press the little '+' next to the portrait of the character to enter the level up screen which should open the windows that allow you to use the points.

the option wont work if you are already at the skills window, attributes window, etc.
