Alright is there a certin point i have to reach to get out of that area, ive tried to but i just get

no what im talking about is to get over the bridges the cops have barriers set up how do you get over bridges with out the cops chasing you

Try completing some missions!After some of it the first island will be available and some more it will be the 3rd island available.

It's been a long time coming.

Every GTA game is like that. You start on one island or area of the city and everything else is locked. When you beat enough missions the other parts of the city open up. The reason the cops are there is so you die instead of being able to do things.
