I decided to watch the Legendary Ending on YouTube.
Those glyphs on the thing the Engineers were looking at have the Superintendents symbol on them. To me that suggests this is Earth.
You can also see a structure below the thing the Engineers were looking at. If that's Earth it could have something to do with the portal to the Ark. Maybe part of those giant fins that rose up out of the ground in Halo 3.
One of the comments on YouTube said that this place looks like the scene behind Truth in the Crows Nest intro video from Halo 3. I checked and can't see a definite resemblance. If it is the same place, I think it's the control room that opens the portal.
