So the guy was one of the ex-Ensemble Studios artist, and has a page full of halo concepts for a new game that was canceled. It is guessed to be the Halo MMO which never got into full swing, or it could be another halo game since no one ever publicly stated they where working on the MMO.
IMO it was the Halo MMO it looks huge and there are tons of images. The game was rumored to be called Halo Universe

Those city sketches look incredible, too bad we never got to see a human city outside of it being blown apart by the Covenant.
