Easy fix is to not use that option, instead select the nearest Villager Hut and use option 2 instead. The tax collector will then bring you the money.

I didn't use the trainer but i use software similar to CoSMOS to mod the money. I found out there are 2 memory address that indicated money one display how much money you have and another effect if you can buy or not.

I am not sure if this helps. In one of my mission.

memory address

2d666b94 (the real money address.)
2d6a7004 (address effect how much money be displayed.)

The money cheat works for me.

Though it would sometimes seem that you need to give buildings individual funding, by selecting them and pressing '2'.
